CALL FOR EXPERTS | Legal Framework Analysis (LFA) — National and Sub-regional Reports on Cooperative Legal Frameworks

NEW DEADLINE for applications: Wednesday 30th September 2026

Cooperatives Europe is launching a call for experts to contribute to the second cycle of its Legal Framework Analysis (LFA) activity, one of the flagship harmonised actions under #coops4dev🌍 (ICA-EU Partnership, 2024–2028).

Building on the successful first cycle (2019–2021) which produced 16 country-level LFA reports and one regional report, this new phase will continue to map and assess the legal enabling environment for cooperative development across Europe, strengthening the evidence base for advocacy work at both national and regional level.

We are seeking legal experts, cooperative practitioners, and researchers to draft:

  • National-level LFA reports for Austria, Sweden, Ireland, Croatia, Czech Republic, Denmark, Iceland, Luxembourg, Romania, Slovakia, and Slovenia.
  • A sub-regional report on the Western Balkans (Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, Serbia)
  • A sub-regional report on the Baltics (Estonia, Latvia, Lithuania)

Applicants may apply to cover one or more countries. We accept both individual applications or from coordinated teams of experts.
