Cooperatives Europe’s response to the review of the Public Procurement Directives

On 9 September 2026, the European Commission published its proposal for a new Regulation to replace the Public Procurement Directives. In this position paper, Cooperatives Europe assesses the proposal and what it means for cooperative enterprises across Europe.

We welcome the steps towards simpler procedures and better access for SMEs, the new chapter on socially responsible procurement, and the introduction of European preference requirements. However, we are concerned that the wide discretion given to public buyers could put social, environmental and other objectives in competition with one another. We call for mandatory social and environmental criteria, targeted training for contracting authorities, and a “Made in Europe” concept that rewards operators who keep economic and social value within the EU, as cooperatives do.
