Cooperatives Europe’s response to the Public Procurement Call for Evidence

On 26 January, Cooperatives Europe responded to the Call for evidence on the revision of EU public procurement rules.

In view of Europe’s new competitiveness and strategic autonomy priorities, we support the current revision of the Public Procurement Directives. We advocate for a review of Public Procurement rules that ensures EU added value while promoting level playing field for small and medium cooperatives.

In particular, we call for:

  • Simplifying rules and lowering of administrative burdens for small and medium-sized cooperatives
  • Enabling business consortia for a greater participation of small and medium-sized cooperatives
  • Introducing the “Made in EU” concept and awarding extra points in the selection criteria for enterprises that retain the value created in the EU, as cooperatives do.
  • Strengthening the Most Economically Advantageous Tender (MEAT) criterion and introducing mandatory social and environmental considerations.
